The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of western South Dakota, where we are known for our blue skies, pine forests, rich history, moderate climate and friendly western hospitality. The VA BHHCS provides primary, surgical, behavioral health, community living center (nursing home care), and domiciliary (residential rehabilitation treatment program - RRTP) care for Veterans residing in western South Dakota and portions of Nebraska, North Dakota, Wyoming and Montana. Care is delivered through the Fort Meade (near Sturgis) and Hot Springs VA Medical Centers, as well as through a number of community-based outpatient and rural outreach clinics. VA Black Hills is part of VA Midwest Health Care Network (VISN 23).

The full performance level of this vacancy is GS 9. The ac! tual grade at which an applicant may be selected for this vaca! ncy is in the range of GS 7 to GS 9. The Professional Standards Board (a peer-review group) will review the selected candidate's education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

DUTIES:
The duties of the Prosthetic Representative are to administer, supervise, or perform work
concerned with rendering prosthetic and sensory aids services to disabled
patients. Included in this series is work! such as:
1. Provide leadership in the Prosthetics & Sensory Aid Program and maintain accountability in compliance of policies and procedures, VHA directives,regulatory bodies and public laws.
2. Development of local policies and procedures in accordance with national directives.
3. Authorize and prepare purchase orders within the established time frames per facility as well as reconcile those purchases within the established time frame.
4. Correspond with a variety of customers which include Veterans, physicians, contractors,congressional, etc.
5. Analyze, prepare and evaluate data from various monitors and data bases and correlate this to your team's performance.
6. Plan, develop,and prepare estimates for budget as well as develop an execution spending plan.
7. Provide assistance to clinicians when interpreting adaption guidelines and interpretation of policies and regulations.
8. Ability to make assig! nments, define objectives, priorities, and deadlines and assist employe! es with unusual situations.
Location:
This position is located in the Prosthetics Service Line and can be filled at the Fort Meade, SD or Hot Springs, SD campus; with frequent travel to the alernate site.
Work Schedule
: Monday through Friday, 8:00 am to 4:30 pm

. Appropriate bachelor's degrees include business; those in a medical field, e.g., kinesiotherapy, occupational thera! py, physical therapy, orthotics, prosthetics, nursing, etc.; public administration; health administration; or those in related courses of study.

1. Ability to understand and apply procedures, regulations, and laws.
2. Knowledge of procurement practices.
3. Knowledge of appropriations and obligations relating to accounts.
4. Knowledge of general anatomy and medical terminology.
5. Knowledge of principles and practices of budget formulation and execution.
GS 9
Experience.
At least 1 year of experience equivalent to the next lower level. In addition, the candidate must demonstrate the following KSAs:

Education equivalent to 2 full years of progressively higher level graduate education or master's or equivalent graduate degree from an accredited university or college in the field of business; a medical field, e.! g., kinesiotherapy, occupational therapy, physical therapy, nursing, et! c.; public administration; health administration; or those in related courses of study.
Demonstrated Knowledge, Skills, and Abilities
1. Ability to maintain and control an inventory system.
2. Knowledge of methods to identify trends and causation
PHYSICAL DEMANDS:
Work is sedentary and is carried out in an office setting. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking and retrieval of equipment in storage areas may be necessary. Incumbent may carry/lift items weighing up to fifty (50) pounds.
